Procurement and Facility Operations Manager 

Plan to Strategy including alignment to group

• Responsible to perform and steer sourcing initiatives in accordance with relevant category strategies. This covers demand clarification, performing of sourcing initiatives incl. tendering, negotiation, awarding, supplier relationship management and managing the purchase order processing.
• Manage the overall direction, coordination and evaluation of Procurement & Facilities and act as a business partner managing Procurement & Facilities for the Organisation in line with global procurement category strategies and their category managers.
• Ensure that all entities are working within 4 eyes policy and in line with Group standards.
   

Source-to-contract and Supplier Management

• To identify and establish contracts with contractors and third-party suppliers.
• Responsible for sourcing execution and evaluation process, tenders and negotiations incl. contract management, supplier selection and awarding.
• Evaluate and manage supplier performance. Ensure creation of required development plans and achievement of defined objectives and KPls, incl. delivery of savings targets
• Ensure proper administration of contracts. Monitor contract usage, expiration and renewals.
   

Cost Control and realization

• Responsible for Strategic Cost Control within the business, and to provide management information for key spend areas (incl. fleet, travel, phones).
• Responsible for overall management and recording of realized savings and added value. To identify and initiate new cost savings projects through monitoring, benchmarks, and market prices, while collating demand & spend information.
• Monitor reports and outputs of team KPl's and targets.
   

OperationaI procurement

• Manage the clarification of purchasing requests and adequate purchasing / sourcing channel, creation and monitoring of purchase orders, resolving of issues, such as price and quantity differences in dialog with supplier and requestor and supported by a shared service center.
• Assist accounting in invoice clarification.
   

Process improvement

• Drive procurement excellence by independently leading and implementing local or group change projects that have a direct impact within the Procurement & Facilities operations or processes as defined at any time.
• To implement procurement processes and tooling and drive compliance within the organisation
• Ensure robust Contract Management Practices are in place & maintained within all Belgium and Netherlands legal entities.
   

Facility and Fleet

• To coordinate the follow up of daily operations for all Dutch legal entities, improving the work environment according to legal requirements and within financial possibilities
• To manage building infrastructure and to deliver and execute on a local yearly facility plan, in-line with investment and budgeting strategies creating a long-term facility strategy.
• Co-responsible for implementing physical security measures, concerning (digital) information security, in close collaboration with QA & Business Support
• Own fleet management for all legal entities aligned with the Corporate Vision
• Risk Inventory and Evaluation (Rl&E)
• Final responsibility for collaborations with all external facility partners (cleaning, maintenance, suppliers, central contracts), coordinating & delegating to team members
• To secure building opening times & 24/7 availability in case of emergencies
   

Team management

• Responsible for the future visIon, direction and structure of the Procurement & Facilities teams, as well as the day-to-day management of the Procurement personnel.
• To empower team members in their personal development, talents, securing needs & initiatives
• To build on the relationship between the Finance and Procurement Teams to ensure that we identify and implement efficiencies in our joint processes
   

General

• To act diligently & according to compliance guidelines by receiving, documenting & prompt forwarding of complaints/ ADR's (Adversed Drug Reactions)
   

Education/ProfessionaI experience

• Masters degree or similar through relevant experience
• Strong knowledge of sourcing processes and practices (incl. negotiations) and has a Procurement relevant education (e.g. NEVI). Experience with the application of Procurement standards (Procurement policies, Standard Operating Procedures, etc.)
• Strong project management and communication skills in addition to internal and external stakeholder management skills
• Minimum 5 years of experience as people manager or willingness to develop leadership skiIls, based on competencies
• Experience in indirect and direct procurement processes. Pharma or comparable industry experience a plus
• Experience in building up site or facilities management
• Experience in managing third party contractors

Knowledge

• Proficient user of MS Office (MS Word, MS Excel, MS PPT)
• Proficient user of SAP ERP (SAP MM, SAP SRM, SAP Fl)
• Experience in implementing sourcing tools e.g. SAP Ariba is a strong pre.
• Experience in Facility operations related processes and tooling like Planon.
• Excellent written and spoken Dutch and English skills. French and German is a pre.
